After Sabah joined Malaysia in 1963, the older North Borneo district letters were carried forward with E placed in front. In this case, D continued the Lahad Datu association from the older district-code system.
That makes ED easy to misread today. It is not an electric-vehicle plate and not a private special series. It is a historical Sabah district format from the bridge between North Borneo-era plates and the later S-front Sabah structure.
