This special prefix was created for the 31st Islamic Development Bank (IDB) Annual Meeting held in Kuala Lumpur in 2006. It uses Roman numeral XXXI (31) followed by IDB. About 500 numbers were issued (as the conference wasn’t as large-scale as NAM/OIC). These plates were assigned to vehicles ferrying finance ministers, IDB governors, and delegates during the event. For instance, XXXIDB 1 might have been used by Malaysia’s Finance Minister as host, and others for VIPs from IDB member countries. They facilitated identification and security by police escorts. After the meeting ended, the plates were collected and not reused. A small number could have been kept as souvenirs by the organizing committee or gifted to the IDB President etc. Like other summit plates, they were never sold or meant for public road use long-term. Thus, it’s practically impossible to find an XXXIDB plate on a vehicle now (unless someone unofficially kept one, which would not be street-legal). The XXXIDB series is part of the niche of event-specific plates in Malaysia’s history, reflecting the importance of the IDB meeting in 2006. While not widely known to the public, they quietly exemplified Malaysia’s courtesy in honoring international delegates – even through custom license plates for a brief moment in time.
